Law Enforcement Campaigns

I find this really funny. I was watching the news this morning and heard that law enforcement is going to be out and cracking down. Here's the funny part when you have law enforcement officers I believe there job is to protect and serve. The city gives them money for these campaigns. Why? I have no clue, the city is paying extra money for the police to do what they should be doing everyday. Let me know what you think about this.
